§ 01 — The Field's Training Gap

A growing field, under-professionalized.

Despite the rapid expansion of civilian oversight institutions across the United States, there is currently no dedicated national academy focused exclusively on training oversight practitioners. NCOA exists to close that gap.

Civilian oversight of law enforcement has expanded significantly over the past two decades. Hundreds of cities and counties now maintain civilian review boards, inspector general offices, police auditors, monitors, and community oversight commissions.

Despite this growth, the field remains institutionally fragmented and under-professionalized. Practitioners often enter their roles without formal preparation in administrative investigations, oversight governance structures, constitutional accountability frameworks, data analysis for police accountability, or community engagement in oversight environments.

The National Civilian Oversight Academy is designed to fill this structural gap — a national training institution dedicated to oversight practitioners and community oversight leaders.

§ 02 — Foundation

Mission, vision, and purpose.

Built at the intersection of practitioner training and applied research — the Academy is designed to professionalize the field while strengthening the democratic institutions it serves.

NCOA was established to professionalize, strengthen, and standardize the field of civilian oversight through rigorous practitioner training and research-informed curriculum.

Mission

To equip community leaders, oversight professionals, public administrators, and law enforcement partners with the knowledge, investigative skills, analytical tools, and governance frameworks necessary to advance accountability and build sustainable public trust.

iii.

Vision

To establish a nationally recognized academy that becomes the leading training and applied research hub for civilian oversight of law enforcement across the United States.

§ 04 — Credential Ladder

A pathway from practice to scholarship.

A progressive credential structure — beginning with targeted professional certificates earned in a single track, with a multidisciplinary graduate certificate in development.

Professional Certificate

A focused credential providing specialized training in a single area of civilian oversight practice — investigative work, policy analysis, governance, or community accountability. Earned by completing any one of the six Academy tracks.

Graduate Certificate

An advanced academic credential in Civilian Oversight & Public Accountability, integrating law, public administration, criminal justice, and community governance. Earned by completing all six tracks; designed for leadership roles in oversight institutions.

§ 05 — Leadership

Built by practitioners.

The Academy is led by a team that combines direct experience in oversight agencies with backgrounds in administration, instructional design, and applicant operations.

Dr. Hansel Aguilar
Dr. Aguilar has worked across civilian oversight as a practitioner, researcher, and former law enforcement officer. He most recently served as Director of Police Accountability for the City of Berkeley, California, and was the inaugural Executive Director of the Charlottesville Police Civilian Oversight Board.
